Cindy Sill, Executive Director
Cindy has had the honor and privilege to serve as Executive Director for Tri-County Services since October 1995 and has almost 30 years experience with Texas Community Centers. Cindy previously served as Executive Director at Denton County MHMR Center. She began mental health and developmental disability career at Andrews Center, headquartered in Tyler, TX and held a variety of positions, including Director of Mental Health Services. She also served on numerous statewide committees and advisory boards related to public mental health and intellectual/developmental disabilities. Locally, Cindy is a member of Montgomery County Mental Health Advisory Board, Montgomery County Indigent Defense Oversight Board and the Montgomery County United Way Campaign Committee.
In addition to her career, Cindy also has volunteer experience with Texas Special Olympics, swimming instructor for adults and children with IDD, and horse leader for therapeutic horseback riding. Cindy was a founding member and 1st President of Texas Counseling and Guidance Association and a board member and past Treasurer of the National Association of County Behavioral Health and Developmental Disabilities Directors (NACBHDD). Cindy has a Bachelor’s and Master’s degrees from Texas A & M University-Commerce (previously East Texas State University). Cindy completed her post graduate studies at The University of Texas at Tyler. She is the proud mother of one son and two wonderful and delightful granddaughters. Don Teeler, Director of Operations
Don is the Director of Operations for Tri-County Services, managing the Center’s behavioral health and intellectual/developmental disability programs. Don has 40 years experience in Community MHMR Centers, including Tarrant County MHMR, Andrews Center MHMR and Abilene Regional Center MHMR. Since 2000, Don has worked for Tri-County services as the Director of Operations. Don has a Bachelor of Arts from Southwest Texas University in San Marcos, a Master of Arts from University of Texas at Austin and a Master of Science from University of Texas at Tyler and he is a Licensed Psychological Associate. Evan Roberson, Director of Organizational Support
Evan Roberson is the Director of Organizational Support for Tri-County Services. Evan has 18 years of experience working in the Community Center system. Previously Evan worked in two other centers, the Mental Health Mental Retardation Authority of Harris County and Central Texas MHMR Center (now Center for Life Resources) in Brownwood. Since 2005, Evan has been responsible for the management of Organizational Support Department at Tri-County which includes oversight for Management Information Services, Quality Management, Utilization Management, Training, and Grant Writing. Evan is also Tri-County’s liaison to two non-profit Boards which oversee development and management of housing for persons with disabilities in Huntsville and Montgomery. In addition to these roles, Evan is the Center’s Corporate Compliance Officer and the Center’s HIPAA Privacy and Security Officer. Evan has a Bachelor's degree from Howard Payne University in Brownwood, Texas and a Master's Degree in Public Administration from Sam Houston State University. Millie McDuffey, Chief Financial Officer
Millie McDuffey is the Chief Financial Officer for Tri-County Services. Millie has been with Tri-County since September 1999, previously she did accounting work in Alaska for many years before her family moved to Texas in 1999. Millie has a Bachelors Degree of Business Administration, Accounting from the University of Alaska, Anchorage. Millie and her husband Larry have been married for 22 years. They have one teenage son and two Cocker Spaniel dogs and two Calico cats. Millie enjoys reading, making jewelry, watching her son play baseball and going to concerts. Jon Sneed, D.O., CSU Psychiatrist/Medical Director
Dr. Jon Sneed is the Psychiatrist/Medical Director of Tri-County Services. Dr. Sneed is a physician, specializing in psychiatry. He is Board Certified in general adult psychiatry by the American Board of Psychiatry and Neurology. Dr. Sneed graduated from TCU with a Bachelor of Science and the University North Texas, Health Science Center. Dr. Sneed is a native Texan and is married with three kids and two grandkids. Sandra Kelly, Director of Administrative Support
Sandra is the Director of Administrative Support for Tri-County Services. Sandra has been in the human resource field for approximately 28 years. Previously, Sandra worked for Houston Lighting & Power Company (currently Reliant Energy), Empowerment Options, Inc. and for the past ten years for Tri-County Services. Sandra’s responsibilities encompass all areas of Human Resource Services including personnel administration, benefits administration and training and development. Sandra responsibilities also include Administrative Support and Maintenance, Lawn and Janitorial staff. Sandra completed her first three years of college at Edinboro University in Pennsylvania, moved to Texas in 1981 and completed her bachelor’s degree in business administration at the University of Houston.
