Formal Notice: Movement of Funds between Funding Strategies To Effectively Meet Community Needs.
During the 82nd Texas Legislative Session, law was passed that directs the Department of State Health Services (DSHS) to develop agreements with Local Mental Health Authorities (LMHAs) like Tri-County Services for reassessment of local needs and reallocation of certain categories of funding to meet local needs more appropriately. Historically, Tri-County has received funding for a variety of state priorities and generally is unable to move this funding from one state priority to another regardless of local need.
DSHS has developed a process whereby LMHAs can request to amend their local plan to move funding to meet local needs more effectively.
In the 2010 Local Planning Process, Tri-County sought feedback in a series of public meetings and surveys which were distributed to a variety of stakeholder groups. Tri-County Services stakeholders were asked to rank existing services which needed to be expanded. The most common response on the survey was a request to expand Adult Medication Services (24%). Tri-County currently has over 325 eligible adults who are waiting for Adult Medication services.
Tri-County is proposing to move $22,500 in FY 2012 (September 1, 2011 to August 31, 2012) and an additional $45,000 in FY 2013 (September 1, 2012 to August 21, 2013) from the Crisis Services to the Adult Mental Health Services Strategy. With these funds, Tri-County will be able to move 100 persons from the Adult Waiting List to Adult Medication Services.
Tri-County staff does not believe that the movement of these funds will negatively impact crisis service delivery in any way.
In compliance with DSHS guidance, Tri-County must seek feedback from the community regarding the plan to move these funds. This effort must include:
· Posting the proposal on our website;
· Sending the proposal to key stakeholder groups; and,
· Hosting an advertised community meeting to seek feedback.
